Director - Theresa Graham was appointed Director of the Head Start Sponsoring Board Council in May 2015. Ms. Graham will lead this organization, which represents the governing boards of 56 member agencies providing Head Start programs to 18,978 young children in the five boroughs. Theresa Graham brings valuable organizational, communications, and development skills to the Council. Her background in the non-profit sector includes consulting and leadership positions with Jamaica Services Program for Older Adults, the National Center for Learning Disabilities, and WBAI Pacifica Radio. As Director of the Council, Ms. Graham will provide guidance and support to member agencies with regard to Head Start program governance; Federal, State, and City requirements; employee benefits and labor/management issues. The Council represents Head Start program management in the collective bargaining process with the Head Start employees union, and serves as Trustee to the pension and welfare funds for Head Start employees and management. A native New Yorker, Ms. Graham has a bachelors degree in political science and legal studies and a graduate certificate in educational public policy from the University of Massachusetts.
